Which of the following most accurately describes the problem?

Spreading more than the word

Skimming the web, CM recently came across the World Bark's blushinducing report: Truck Drivers and Casual Sex An Inquiry into the Potential Spread of HIV/AIDS in The Baltic Region. Don't ask what we were doing to bring this up; it's a long story. A far cry from the chaste working life led by British truck drivers, this tome conjures an image of a non-stop transport orgy, with truckers picking up willing partners as they go.

"Though the present situation in the border areas of countries in Eastern and Central Europe and in the former Soviet Union is nowhere near as alarming as in parts of Africa," the report advises, "increased international trade and cross-border flows across countries undoubtedly provide a channel for spreading HIV and other communicable diseases that, if timely action is not taken, can assume fairly serious proportions fairly quickly."

There's a message in there somewhere, but we're not sure what. Perhaps an adoption of the 'No lot lizards' stickers so popular in US truckstops would be the answer or the Latvian equivalent.
