Which of the following most accurately describes the problem?

A DERBYSHIRE international operator who only applied for authorisation of two of his three trailers must take one of his three artics off the road until the third trailer is authorised.

Glossop-based Francis Meagher, trading as FAM International, had been called before North Western Deputy Traffic Commissioner Patrick Mulvenna for his second public inquiry in two years. He runs three artics, but is only licensed for three tractor units and two trailers.

Vehicle examiner Andrew Mann told the inquiry that the vehicles were used for international work and were away for long periods. There were large gaps in the maintenance records and the improvised nature of the planned safety inspections gave cause for concern.

Trafficexaminer Thomas Hitchin said an examination of the tachograph charts had revealed several infringements by drivers. Also, four vehicles had been operated for a time,exceeding Meagher's authorisation.

Transport consultant Grahame Robinson stressed that everything suggested by the vehicle examiner had been done. He was contracted to audit the systems every three months for a year, and would provide an annual day's training for the drivers. The hours infringements had been common ones, in that they related to breaks and daily rest. One of the problems had been ferry journeys, when the drivers failed to take the additional two hours' daily rest.

Meagher said they had spent a lot of money maintaining older vehicles, but were now operating new vehicles. He had got rid of one driver who was not "pulling his weight in regard to tachos".

He intended have to make immediate application for an additional trailer and seek interim authority, otherwise he would have to park one vehicle up, said Meagher. The DTC cut the licence to two vehicles and two trailers until such time as the third trailer had been authorised.

TRAILER AUTHORISATION

There is a common misconception by hauliers providing traction only that they do not need trailer authorisation. But in this case it seemed omitting the third trailer from the application had been an oversight.
