Which of the following most accurately describes the problem?

WEST YORKS-BASED Expect Distribution has described a local authority's rejection of its expansion plans as short-sighted. Calderdale council had refused the Halifax firm's application to extend its premises into the green belt. The plan was criticised by local residents who feared it would increase congestion and ruin the scenic nature of the site, Expect MD Robert Rushworth

disputes the congestion claim: "The expansion of the site is to reduce congestion. As part of a pallet network, trucks queue along the road at peak delivery times causing delays. A larger site would give more loading and unloading space, taking freight traffic off the road."

Expect has now submitted a new application, excluding an area previously designated for car parking. A decision is expected in November.
