Which of the following most accurately describes the problem?

• A group of independent recovery men working as agents for the RAC will meet in Warwick next month to launch a campaign for better rates.

So far 22 agents have contributed towards the cost of a room at the National Hotel in Warwick on 8 November to, "Try to get a national resolution to the problem".

"We are not militant people," says one of the organisers, "but as far as we are concerned, for what we are getting paid the RAC is selling something it is impossible to provide."
