AA driver does not need to be in possession of a psv driving licence to drive a breakdown vehicle belonging to a coach operator nor does he need an hgv licence in most cases.

The Heavy Goods Vehicle (Drivers' Licences) (Amendments) Regulations 1972, Statutory Instruments 1956 contains an exemption from the heavy goods vehicle driver's licence requirements for driving a breakdown vehicle (which is not an articulated vehicle) having an unladen weight not exceeding 10 tons belonging to the holder of a public service vehicle licence. However, the vehicle must be used for proceeding to or returning from a place where assistance is to be or has been rendered to a disabled vehicle or employed in moving such a vehicle.

As the breakdown vehicle is not a psv, a psv driving licence is not required.

It is somewhat sweeping to say that the holder of a psv driving licence can drive any vehicle belonging to a bus or coach operator for such a company might also run heavy goods vehicles as well.
