Which of the following most accurately describes the problem?

• The Perth haulage firm of Morris Young (Perth) Ltd, of Hillyland Farm, was said to have knowingly kept falsified records when the company appeared before the Scottish LA last week. This was described as a "very serious case" as the firm had not "strictly observed regulations for those holding an operator's licence".

Mr John Young, a director of the firm, said that drivers had been in the habit of writing their driving starting-time on the log sheets, instead of the time they actually began work.

The LA was also told that on three occasions since December 1970 the firm's lorries were found to be overloaded. Six of the firm's 36 vehicles and six trailers were suspended for a period of eight weeks commencing November 3.
