Which of the following most accurately describes the problem?

I N an attempt to introduce Continental camping holidays to the West Riding of Yorkshire, Wonderlust Tours applied for a licence to operate minibuses between Doncaster and Dover at Leeds on Monday. The vehicles would then cross the Channel and proceed to France or Spain for a 15-day tour. They wished to operate throughout the year, with a maximum of 10 vehicles on any one day, the return fare to Dover being £2 10s.

In evidence, Mr. R. Clark, the proprietor of Wonderlust Tours, said that he was convinced that be could run the minibuses economically. All passengers would be campers and would carry their equipment with them. The tours would probably appeal to organizations dealing. with young people, but he did not wish to run just private parties, as people tended to travel abroad •in small groups.

The application was supported by representatives of Church youth clubs, Girl Guide and Boy Scout groups, boys' clubs, the Youth Hostels Association, the British Red Cross, the Sea Cadets and a football club.

In submission, Mr. R. Marshall, objecting kir Wallace Arnold Tours, Ltd., said that the evidence of the witnesses indicated that they wanted private hire facilities rather than a •road service licence. They were from various club and did not wish to travel as individual passengers. They would have no difficulty in arranging a party.

British Railways, Sheffield United Tours, East Kent Road Car Co., Ltd.. and West Yorkshire Car Co., Ltd., all objecting, expressed similar views.

The chairman of the Yorkshire Traffic Commissioners, Major F. S. Eastwood, refused the application and said the evidence had been in favour of private party operation.
