Which of the following most accurately describes the problem?

ADEQUATE and efficient services fot Corby could best be assured by a combination of their proposed service, the rail service and the local stage facilities provided by the United Counties Omnibus Co., Ltd., Birch Bros., Ltd., have submitted in a statement accompanying an appeal lodged against the East Midland Traffic Commissioners' refusal to grant them a backing for new services between Corby and London.

In the 12-point statement, Birch Bros. have submitted that the service they applied for was to be preferred to that proposed by United Counties because " among other reasons" it could be operated more economically.

The statement alleged that the Commissioners were wrong in concluding that the proposed facility was designed primarily with the object of serving Kettering. It was purposely routed through the outskirts of that town, which were least well served by existing road and rail facilities.

It was further submitted that insufficient consideration was given to the historical background. The Commissioners, Birch Bros. went on. failed to recognize that improvements in facilities between Corby and London, and intervening places, since 1954 had stemmed from their applications to provide an alternative service.

[Birch Bros.' proposal, which was opposed day United Counties and British Railways, would have had the effect of extending their LondonRushden stage service to Corby, via Kettering. United Counties applied for a new express service from London to Corby, via Kettering, Wellingborough and Rushden. Birch Bros. and the railways objected. Decision on the applications was reported in The Commercial Motor on August 24.]
