Which of the following most accurately describes the problem?

THE FEDERATION of Small Businesses (FSB) wants trucks confined to the inside lane on the Al 2 in Essex in an effort to ease congestion.

But the Road Haulage Association (RHA) has firmly rejected the idea, arguing it would make congestion worse, not better.

lain Wicks, chairman of Essex FSB, says he would like trucks to be restricted to the inside lane, although he does acknowledge that some common sense needs to be applied.

He adds: "If there were to be a tractor on the inside lane, for instance, I don't think anybody would be expecting a truck to stay behind it."

The FSB says itwill make its case for a restriction through the Al2 Alliance, which includes county councils, the Highways Agency and the FSB.

RHA head of communications Kate Gibbs says:

"This would cause even more congestion, especially at major junctions. This is quite a common request on UK roads, but it is not lorries that you see permanently in the middle and outside lanes, It's cars. Lorry dryers only use them to overtake, which is what they're for
