Which of the following most accurately describes the problem?

BUYERS OF second-hand and used commercial vehicles can expect a robust market in the future, thanks to a business rates rebate windfall.

According to Commercial Valuers and Surveyors (CVS), all dealerships that sell second-hand vehicles, including HGVs, vans and cars, can cash in by appealing the rateable value of the dealership — this could create an average rebate of .£15,297 per property.

Paul Burnett, head of rating at CVS, says the rebate windfall could stop some dealerships from failing in the recession and create a more competitive market as economic conditions improve.

However, Burnett warns that the right to appeal to these charges runs out on the 31 March 2010 when the new Rating List will be introduced.
