Which of the following most accurately describes the problem?

• A Bolton com

pany, whose nominated transport manager had been convicted of handling stolen trailer parts, was granted a new 0licence after he promised to have nothing further to do with the company.

Global Flight Support applied for a new international licence for two vehicles and three trailers at a Trafford public inquiry. Initially, Edward Hutchinson, of Victoria Road, Tranmere, Birkenhead, was named as transport manager. Hutchinson was convicted last year at Warrington Crown Court of handling stolen trailer parts, and sentenced to 180 hours community service.

Director Veronica Parker said that a Robert Foggon, who lived on

1111111k,

Teesside, had agreed to act as transport manager. The business would be operated fmm her home in Bolton until it was up and running. The company had contracts to start work with a number of blue chip companies, she said.

Foggon would travel to Bolton to undertake his duties—she was not sure if he would be driving one of the vehicles. If the company got a licence it would join one of the trade associations and would contract with that association to have its tachograph charts checked. The vehicles would be leased and the leasing company would be responsible for their inspection and maintenance, she added.

Granting the licence, North Western Deputy Traffic Commissioner Patrick Mulvenna

said the 0-licensing system was there for two main pur

poses. The first was road safety He was not altogether happy that Foggon lived so far away and he wanted Parker to keep that under review in case it caused difficulties.

The second purpose

was to protect the public

from any fraudulent activity, said Mulvenna, and the nomination of Hutchinson had caused some concern. Parker needed to be careful who she brought into the company.
