• An owner-driver, who was said to be operating illegaly out of Hull on a licence issued in the North Western Traffic Area, has been given three months in which to sort the situation out Ernest Scothern, trading as Scothern International, who holds an international licence for one vehicle in possession, with two vehicles and three trailers to be acquired, appeared at disciplinary proceedings before North Western Deputy LA Kenneth Birchall.

Scothern said he had been in business only for 10 months. He had initially worked out of B & I Line and Pandora at Fleetwood as a subcontractor, living with his niece in Fleetwood. Last Christmas these firms had let a lot of sub-contractors go and he obtained work from MAT out of Manchester. He was now working for MAT out of Hull and he was staying with his daughter in Filey.

Scothern said he had been working out of Hull for five months and the tachograph charts were kept at Filey. He had not applied for a licence in the North Eastern Area as he had understood that it was a temporary arrangement. He agreed vehicle examiners had been unable to contact him.

The vehicle had been serviced by Yelloway Coaches at Blackpool and it had gone through its annual test and several roadside checks The DLA commented that a Mr Thornby, with whom Scothern had a maintenance contract, had said he had had no contact with him since January.

That was true, replied Scothern. The vehicle was being maintained by MAT Fleet at Hull, where he was keeping it.

Curtailing the licence to one vehicle and trailer, and prematurely terminating it so that it expires in three months' time the DLA said he was being lenient in not revoking it. He took a very serious view of the way in which Scothern had been operating illegally and with disregard for his obligations. He suggested that Scothern quickly contact the North Eastern Traffic Area, to put himself right, as that was where his operating centre appeared to be.
