Which of the following most accurately describes the problem?

• After the Transport Manager's Licence Committee had met on Wednesday, the chairman, Mr Derek Joyce, issued a statement saying that the purpose of the meeting had been to complete the preparation of a detailed scheme for the possible future professional qualification of transport managers and to assist in the formation and co-ordination of the necessary educational facilities.

The statement appeared to indicate that earlier suggestions of the committee's impending demise were illfounded, and the Chartered Institute of Transport secretary told CM on Wednesday that the CIT certainly had no intention of withdrawing from the committee, has had been rumoured.

Before the meeting it had been expected that the Freight Transport Association would be leaving the committee. An Association spokesman told CM this week that in view of the Minister's refusal of a financial grant, the CIT's wish to cease participation (as he then believed), and the declining interest in the scheme which had been revealed by a survey of members, it seemed to ETA that there was little use in continuing on the lines on which the committee had been working. The ETA would welcome a continuation of informal meetings with other associations and the institutes, but could see no point in continuing with a concept of certification that commanded such meagure support.
