Which of the following most accurately describes the problem?

FORAYS North of the Border are not to be undertaken lightly, if history is any guide. So it was doubly reassuring to The Commercial Motor that the choice of Dunblane for our second Fleet Management Conference was more than justified by a strong" home" support in a total of over 250 delegates. And the subjects of the three conference papers—costs, efficiency and status—were all pertinent to successful transport operation in this year of the Prices and Income Board's report on road haulage.

But, in down-to-earth jargon, what good did it do? Because transport operation is such an urgent business most of the time, all concerned are inevitably more preoccupied in the daily round than in many other occupations. But, as Sir Reginald Wilson told delegates on Wednesday, transport is not sealed off in a plant of its own. It must be continuously readjusting itself to the changes in the human society it serves. Transport is essentially a service provided by people, mainly with people, for people; so markedly that if measures to improve technical efficiency have the side effect of discouraging personal efficiency, transport could be the worse off.

The opportunity to compare notes with one's opposite number, which such a conference as this provides, is invaluable in offering pointers to improved efficiency. Moreover, The Commercial Motor Conference provides an open forum for both user and provider alike.

But though conferences may be annual events, opportunities for exchange of ideas and opinions continue week by week. Sir Reginald reminded delegates that transport has an alert, vigorous and effective Press of its own. It did more from outside to make the industry efficient, he commented, than almost anything else.
