Words: Justin Stanton Keeping track of all the legislation coming your way is tricky: there are changes to the Olicensing regime just around the corner, road-user charging is a longer-term worry, and the debate about longer trailers rages on while the government consults. So, what can you do to stay on top of things?

New O-licence rules

Leading transport solicitors Ian Jones and James Backhouse of Backhouse Jones will lift the lid on the changes to the O-licensing regime that come into effect on 4 December.

Among the changes are: ● limiting a part-time transport manager’s responsibilities to four undertakings with a total fleet of 50 vehicles; ● international and national CPCs will be merged and grandfather rights abolished; ● financial standing rules will be relaxed to allow the requirement to be proved by a financial guarantee.

Road-user charging

Nick Denton, head of freight policy and lorry charging at the Department for Transport (DfT), will make a ‘work in progress’ presentation covering: ● the principle of road-user charging; ● which vehicles will be affected; ● likely charging rates; ● how the charge will be collected; ● how the charge will be enforced.

Longer trailers

Denton will then be joined by Andy Boyle, MD of ABE (Ledbury), and Mark Cuskeran, MD of SDC Trailers, to discuss the issue of longer trailers.

What is the government really thinking? Does it favour Stobart Group’s proposal? Is there a real danger of a height limit for longer trailers?
