Which of the following most accurately describes the problem?

• International haulier Adrian Taylor is under pressure from West Midlands Licensing Authority John Mervyn Pugh to prove that he has enough money to manage his business.

Taylor is in debt with unpaid fines and back duty bills, and the LA has adjourned the haulier's disciplinary proceedings until the renewal of his licence in July, to give Taylor time to assemble the required financial evidence.

In March the LA granted Taylor authority to move the operating centre on his licence, which authorises six vehicles and trailers, but set a time limit for him to prove that his vehicles were properly taxed in the light of 46 convictions since 1984, the majority for excise licence offences (CM March 31-April 6).

Mervyn Pugh said that if there was ever an occasion when the vehicle excise duty for one of Taylor's vehicles was not paid again, the licence would be revoked. He was aware that Taylor was not the only operator who worked in that way, but operators who evaded vehicle excise duty not only let the industry down but also the LA who granted them a licence.

For Taylor, John Bradbury said that he had been convicted of excise licence offences by the Wimbourne Magistrates on 15 March and ordered to pay fines, costs and back duty, totalling E2, 290. When taken with the other outstanding fines it would be some time before that would be paid, but the magistrates were happy with Taylor's rate of payment.

Taylor said he had an overdraft of £5,000 but was owed 210,000, and Mervyn Pugh concluded he would need to have some accounts as he needed to be satisfied Taylor had sufficient money.
