Which of the following most accurately describes the problem?

• London Country Bus (North West) is going to have to wait to see what action Metropolitan Traffic Commissioner Air Vice Marshal Ronald Ashford proposes to take, following complaints from Hertfordshire County Council over the company's failure to operate local services in accordance with their registrations.

At a Hemel Hempstead public inquiry Linda Homer, for the County, said it was alleged that buses had not run punctually and others had not run at all. London Country had agreed that 260 of 470 complaints were valid.

Ashford said there had been significant increases in distance covered just at the worst period of unreliability. The company had only achieved what was said to be the acceptable figure of 98% in the preceeding seven weeks. The question was whether London Country had over-stretched itself and exacerbated the situation, and whether the company had taken all reasonable steps to provide a reliable service. He is to announce his decision in writing.
