DETAILS of a regional scheme for operators of C-licence vehicles to release such machines and their drivers for whole or part-time work on local haulage of essential traffic under M.O.W.T. auspices, so ass to help meet transport demands arising from big developments in the Allies' military operations, are given in a circular which • the North-eastern Transport Commissioner, Major F. S. Eastwood, , has sent to such operators in the region. The scheme is on similar lines to that which ha S been introduced in Southern Scotland by the R.T.C. The ancillary haulage scheme, as it is termed • :provides that Clicence vehicles and drivers released for the purpose shall work whole-time or part-time (say one or more days pet weds), under the direction of the District -Transport Officer for their locality. In-, this capacity the vehicles will be operated as Sub-hirers to controlled undertakings in the Ministry's Road Haulage Organization, and owners will receive the prevailing Ministry rates, less trade dis

count. Should a C-.licence Operator have any vehicles temporarily laid up. these may be hired to the lAiriistrY with Or without driver.

If by concentrating the 'transport work in his own businesS a"C-licence operator can make, say, four vehicles do the work of five, in order to release one vehicle to the ancillary haulage scheme, his fuel issue for•the• rearranged duties of the four Vehicles will remain as for five, so that he will not be subjected to any fuel handicap, '

Enclosed with the circular is a.form which C-licence operators are invited to filmn so as ,to indicate to their District Transport Officer particulars as 'lb vehicles they are prepared to supply for work under the scheme. The Vehicles— platform' lorries upwards of 2 tons 15 cwt. carrying capacity are in greatest demand—will be returned home each night, "unless the 'owner's consent for retention be previously requested and obtained.

By giving their full co-operation to the scheme, the circular adds, C-licence operators will assist in providing a

reserve fleet " for ' exceptional demands for local transport without dislocating normal .essential movements; assist in releasing larger vehicles, operated by haulage contractors, from being tied down for local work, and so free them for vital long-aistance work; assist the Ministry to 'meet all transport .emergencies in the spirit of voluntary collaboration, ,thereby'avoiding the alternative 'of disrupting essential transport in one quarter to meet calls of more immediate priority in another.
