Which of the following most accurately describes the problem?

• Oxfordshire county council recently approved a recommendation from the general purposes committee that a transport officer be appointed and also that a list of bus services, which may be curtailed or withdrawn, be circulated to all district • councils.

Only eight of the 13 district councils in Oxfordshire have so far informed the county council of their view on subsidizing bus services.
