Which of the following most accurately describes the problem?

• An official inquiry into the workings of the Scottish Bus Group and of the Traffic Commissioners is to be sought by Paisley Town Council.

The council is to put the following motion to the meeting in April of the Convention of Royal Burghs in Scotland: "That the convention request the Secretary of State for Scotland to inquireinto the workings of the Scottish Bus Group" and their constituent companies, whose services are deteriorating and whose fares are increasing; and also into the workings of the Traffic Commissioners."

Cllr William Darroch, convener of the council roads committee, criticized the recent hearing at Perth where more than 100 authorities objected to proposed fare increases, saying insufficient consideration had been given to the matter as o,nly the Group's economics were considered.

He felt the objections should have been considered more closely, and also the effect of the increases on the public and possible steps to avoid or lessen the increases. He thought there should be a basic study of the whole bus service system which should be geared to the needs of the public.
