• The Road. Research Laboratory had carried out extensive examination of roadpricing devices, but at present the difficulties involved in using them on the roads appeared to outweigh the advantages, Mr John Peyton told the Commons last week.

In a letter to Mr Graham Page, Minister for Local Government and Development, the British Road Federation suggests that a road pricing system should be based on a definite relationship to road investment— there should be a separation of the concepts of tax and charge for road users. "If the Government were to approach road pricing as an automatic or electronic toll, with a clearly defined pay-off in road building, this would be welcomed by most road users", Mr Robert Phlllipson, director of the Federation stated.

"The system would have to operate efficiently and at low cost and be organized in such a way as to protect the road users' right of privacy. But with some justification road users would be bitterly opposed to road pricing as a further general tax on road use, and as a restraint on access to towns."
