• Mr Peyton on Wednesday laid before Parliament the Goods Vehicle (Plating and Testing) Regulations 1971, which consolidate the 1968 Plating and Testing Regulations and the amendments made to them since the scheme began. The opportunity was also taken to make some minor amendments, one of which relates to a vehicle which has been off the road. The new regulation provides that if such a vehicle is tested more than 10 months but less than one year after the date it was originally due for its periodical test, then the test certificate will be valid for up to 14 months from the date on which it was tested. This will save vehicles from being tested twice in quick succession.

The other main change enables a refund of part of the test fee to be made to an operator who gives due notice that a test appointment cannot be kept and that no other test is required.
