Which of the following most accurately describes the problem?

FURTHER examination of the simple, manually operated fog warning system for the MI had shown that this would not be an adequate solution, said the Minister of Transport last week.

However, temporary warning signs would be placed on all motorways in advance of the junction just before a fog patch was reached, so that drivers could leave the motorway if they wished. Signs would also -be placed on all-purpose roads so that they warned drivers about to enter motorways.

The experimental illuminated warning signs on M5, started last October, would need to be in operation at least during another winter before firm conclusions about them could be reached, added Mr. Fraser.
