Which of the following most accurately describes the problem?

• Felixstowe port will open early on Mondays after management conceded to demands from battling local hauliers fed up with losing time and money through congestion.

The decision follows a meeting between port managers and the Road Haulage Association on 11 June. Port managers will also survey local hauliers to ascertain their needs at the port.

Paul Dawson, managing director of Felixstowe-based Deben Transport, attended the meeting with other local hauliers. No date has been set for the early Monday openings but Dawson believes the decision shows that good progress is being made in the dispute.

"The decision to open early will definitely help ease congestion," he says,

David Orrell, eastern area manager of the RHA, also reports that L5m worth of rubber tyre gantries will be operational by the end of the month. The port had hoped they would be working by the end of May ((JM 8-14 May). The next meeting between port management and RHA members will take place in mid-July.
