• A Liverpool haulage company lost its licence and community authorisations when it failed to appear at a St Helens disciplinary inquiry.

AMP Logistics, which held an international licence for four vehicles and three trailers, had been called before North Western Deputy Traffic Commissioner Jack Levin because of concern over its maintenance record and the use of an unauthorised operating centre.

Vehicle examiner Eric Bober said that in October a vehicle and trailer had been stopped in a roadside check in the Western area. The vehicle was given a delayed prohibition for an engine oil leak and the trailer an immediate prohibition for serious brake defects.

Then, during a maintenance investigation in January, he issued three prohibitions, includ ing an immediate prohibition for a serious brake defect on a trailer, and two defect notices.

A maintenance contract with a commercial garage had been abandoned, said Bober. The company had moved from its authorised operating centre at Bootle to Knowsley, where there were no workshop facilities and maintenance was carried out in the open. The inspection records were not properly completed, the type of form was inadequate and there were no driver defect reports. He pointed out that between June 1994 and January 1997 five immediate and three delayed prohibitions had been imposed on the company's vehicles.

Levin said that in addition the company had been convicted of a vehicle excise duty offence at Slough in March and it had failed to provide financial information requested.

Revoking the licence with immediate effect, Levin said that it was clearly an extremely unsatisfactory situation. The company had completely disregarded its obligations under the 0-licensing provisions.
