Which of the following most accurately describes the problem?

• Rules introduced to curb careless driving mean that new drivers who incur six or more penalty points within two years of receiving their driving licence will be forced to become learners again.

The Road Traffic (New Drivers) Act 1995, which takes effect on 2 June, threatens licence holders only for the two years after they pass their first test.

Those who commit an offence within that time will have to display L-plates again and be accompanied by an experienced driver until they resit and pass the theory and practical driving tests. The Traffic Commissioner will decide if a punished LGV driver has to resit the LGV test.

Research shows that drivers who are ' on the road for less than three years are more likely to be involved in accidents. The United Road Transport Union welcomes the rules saying they should encourage more professionalism and improve road safety.
