• New measures to reduce the opportunities for criminals to legitimise stolen vehicles have been agreed between the Driver and Vehicle Licensing Agency and the Association of Chief Police Officers.
From 1 July Vehicle Registration Offices will refuse to register vehicles without an identity from outside their catchment areas unless the applicant can show a proof of identity and address.
For rebuilt vehicles receipts from suppliers will be required— and all vehicles are to be inspected by police. Although theft of motor vehicles has declined every year in the UK since 1994 it is still a major concern to hauliers; a recent survey by the Freight Transport Association found that one in five operators suffered some form of vehicle or load theft in 1996.
Six out of seven operators consider theft to be a higher priority now than in 1993. The estimated criminal cost of CV and load thefts is more than E80rn pounds a year.
