Raymond (Anthony) Shepherd, trading as Shepherds Transport, of Carlisle, applied at a Penrith public inquiry for a new national licence for one vehicle and one trailer based at Maryport. North Western Traffic Commissioner Keith Waterworth was concerned about Shepherd's repute and financial standing.

Vehicle examiner Sydney Challacomb said Shepherd had been a director of W&M and Washington Mining Contractors, of Aspatria, which had gone into receivership. During the currency of Washington's licence, which was revoked in September 1995, 14 prohibitions hod been issued. Shepherd had been stopped in January while driving a tractor unit drawing on untested tipping trailer, said Challacomb, and he issued an immediate prohibition.

Traffic examiner Mark Parrish said that when stopped in January, Shepherd had said he was employed as a driver by Delldeck. He pointed out that Delldeck did not currently hold a licence. He agreed that no 0-licence was necessary as the trailer had been empty. PC Ridley Sellwoocl, of Cumbria Constabulary, said Shepherd and companies with which he was connected hod come to the attention of the police on seven occasions. On four occasions vehicles had been stopped and given prohibitions for dangerous defects. Last week Shepherd was disqualified at Sunderland County Court for 10 years from being a director of a company, said PC Ridley.

After financial evidence had been heard in private, Waterworth said he needed confirmation of the factoring agreement and the past two months' bank statements before he could be satisfied about finance. Shepherd said he had lost his CPC and had applied for a copy. He denied he had been a director of Deliaeck.

Waterworth is to announce his decision in writing at a later date.
