Which of the following most accurately describes the problem?

AN OWNER-DRIVER from Stratford, East London, John Edward Hunt, has been fined a total of £150 by magistrates at Grays, Essex.

His vehicle, containing scrap metal, was stopped at Purfleet on March 22 on a routine check, and was found to be overweight on the first axle. In addition, the vehicle had no tachograph and Mr Hunt did not have an operator's licence. He claimed he thought he did not think he needed an 0-licence. The reason for having no tachograph was that he had just purchased the vehicle, he said.

Mr Hunt, who did not appear in court, was fined £100 for the axle overload, £25 for not having an 0-licence; and £25 for having no tachograph. He was also ordered to pay £20 towards the cost of the prosecution.
