Which of the following most accurately describes the problem?

RITAIN's roads would be in a r less acceptable state if a 20 onne gross weight limit was perated, Transport Under acretary Lynda Chalker said at week.

She was addressing a meeting F the North Wirral ConfederaDn of British Industry, and said 'at those who doubted the Govrnment's arguments in support heavier gross weights ought I consider what the present tuation would be if a 20 tonne, rther than a 32.5 tonne limit aplied.

"It is true that each 20 tonne wry would be somewhat small.. But think how the volume of affic would be increased. There ,ould be more accidents, more Dise, more congestion, more Dilution and greater use of vital il resources, not to mention the 3tastrophic additional costs to idustry, which would have to a passed on to the customer," le said.

And, opening the Colchester astern by-pass on Monday this reek, Mrs Chalker described the ational by-pass programme as le most satisfactory method of ll for taming the heavier lorry. She said the Colchester byass would help the flow of trafc bound for Harwich, and said at a public inquiry into a helmsford by-pass, the last ottleneck on this section of the .12, is to begin in September.
