principles to be observed in connection with applications by independent operators to London Transport for consents, under the London Passenger Transport Act, 1933, has been reached by A.R.O. and London Transport. The two parties have been in consultation and the Board has agreed to accept the co-operation of the Association in connection with future applications for consents to run independent services in the Metropolitan Area. Operators are recommended

to make their applications through A.R.O.

The Association believes that the Board will not exercise its powers without due consideration for the needs of the public, where its services and/or those of the main-line railway companies are not convenient. All future applications for consents will be influenced by the fares to be charged. For general purposes, a protective fare of 50 per cent, is considered to be reasonable.

London Transport will not convert into "special traffic" tragic which would normally use the ordinary faciiii ties, except where sufficient provision 'cannot be made for it.

Subject to these broad principles, the remaining points governing the consideration of applications for consents are as follow:—

The Board is prepared, in certain circumstances, to grant consent for the operation of additional excursions and tours on special occasions, where the proposed excursions are comparable with those already authorized. Consents for services to various football matches, in cases where the clubs have been either promoted or relegated to other leagues, and for which licences were held during the football season of 1932-33, will be reinstated, whilst, in future, consents will be substituted where necessitated by similar league changes.

The Board is prepared to grant consents for all excursions and tours operated by the applicant during the 12 months prior to November 1, 1933.

If an operator wishes to change the title of his business, or to sell it, the Board will, subject to the observance of the conditions of the consent, giant a fresh certificate to the new proprietor. London Transport reserves the . option, on such a transfer, to acquire the business upon terms agreed between the parties.
