Which of the following most accurately describes the problem?

SUBJECT to the approval of the full county council, Merseyside Highways and Tunnels Committee has decided to recommend that the Mersey tunnel tolls on heavy lorries should go up from 70p to £1 next year.

But the increase for private cars will be 10p to 40p, instead of the 20p increase to 50p originally proposed.

Replying to criticisms of the proposed increases, Committee chairman Councillor Frank Pritchard said it was putting a lot of effort into persuading the government to help out with tunnel debts.

The Committee also gave initial approval to the third phase of Liverpool's inner ring road at a cost of £2,460M. This will run from the Pier Head (Strand) to Leeds Street and involves the demolition of the old Northern Hospital,
