Which of the following most accurately describes the problem?

• Nottingham Corporation is to take over the bus undertaking run for more than 50 years by the neighbouring West Bridgford urban district council.

The undertaking, which embraces 28 vehicles, lost about £15,000 last year and in the rates estimate for the current year provision has been made for a loss of nearly £22,000.

The undertaking was the first in the country to be run by an urban council.

The transfer is scheduled to take effect from September 28.

At a meeting of the West Bridgford council the chairman of the passenger transport committee, Oh. Robert Masters, said that for some time the committee had been concerned about the increasing losses which the undertaking was incurring. Although economies had been made, fares had been increased and schedules had been amended, the losses had increased until they now formed a substantial burden on the rate fund. Negotiations had resulted in two takeover offers and the one being recommended for acceptance was from Nottingham Corporation. He added that, apart from the money situation, the offer also included an undertaking to take over the whole of the department staff.

Cllr. H. Betts, chairman of the finance committee, said that after the take-over appreciable economies in operation were expected, though existing services would, basically, be maintained for about six months by which time the necessary reorganisation should have been effected.

The leader of the Nottingham City Council, Add. William Derbyshire, said the take-over was an example of good relationship between two authorities. "The terms were unanimously accepted by both and I am sure a better service will be provided for both West Bridgford and Nottingham."
