Which of the following most accurately describes the problem?

PROPOSALS aimed at prohibiting I the loading and unloading of vehicles throughout most of the day in many London streets have brought protests from the Road Haulage Association and the Traders Road Transport Association. Both will be represented at a public inquiry on loading facilities -to be held shortly by the London and Home Counties Traffic Advisory Committee.

They are expected to point out that the scheme Would disrupt long-distance haulage, delivery services and C-licence operations in the capital.

The proposed .loading ban was first mentioned in the House of Commons last week, when Mr. Harold Watkin son, Minister of Labour, described plans to improve London traffic conditions. He said that the Traffic Advisory Committee had been studying speed limits and waiting conditions within the Metropolitan Police District and had suggested a number of changes.

Waiting restrictions should start at 8.30 a.m., instead of 11.30 a.m., they 'said, and during this peak period the loading and unloading of goods vehicles in a number of the most congested streets should be prohibited.

"In view of the very large number of objections received, the committee tell me they propose to hold a public inquiry into this matter in the autumn before making any firm recommendation," Mr. Watkinson added.

The Road Haulage Association said this week that making arrangements to accept loads at awkward times would prove almostimpossible for longdistance hauliers.
