Which of the following most accurately describes the problem?

OPERATORS PARKING trucks in roads near Felixstowe port in Suffolk risk fines of more than 2100 after local businesses complained about HGV traffic.

Parker Avenue in Felixstowe is used by truck drivers when the dock is closed or busy. But, Bidwells, the company that manages the land, has employed dampers.

A Bidwells spokesman says: "Although the roads in question are privately run, traffic regulations are already currently in force with double yellow lines, loading bars and sign plates in position. These regulations have been in place for many years; nevertheless traffic congestion is a problem torus.'

But one Felixstowe haulier says: "Bidwells says they're doing it for health and safety reasons: risks of collisions. That's nonsense.

If they were doing their job properly there would be access for those vehicles.

"There are signs on the lamp posts, but at night they aren't easy to see."

The Bidwells' spokesman says signs were erected by the enforcement firm on 22 December and everyone was given warning. He describes the 2100 (ex-VAT) tickets as "consistent with market rates".
