Which of the following most accurately describes the problem?

• One of the livestock hauliers at the centre of the Shoreham dispute, Swindon-based Manor Farm Partnership (MFP), is appearing at Salisbury magistrates court this week to answer 27 charges relating to the cruelty to animals during transport.

Brothers Jeremy and Peter Francis, who run MFP, deny causing unnecessary harm to the animals. They are charged with failing to draw up satisfactory journey plans incorporating rest periods and failing to supply food and water to the animals.

The charges, which relate to September 1993, are being brought as contraventions of the Welfare of Animals During Transport Order 1992 and Animal Health Act 1981 (see also page 9).
