Which of the following most accurately describes the problem?

• Britain's small businesses are still 10 times more likely to send freight by road than by rail: and more than a quarter completely rule out the future use of rail.

And 83% of firms with fewer than 50 employees still send freight by road directly or through a third party—only 4% use a rail freight service.

These are the findings of a survey of 545 small businesses by the British Chambers of Commerce.

Road congestion is a problem for 85% of small firms costing each one an average £2,340 per year, or abn nationwide.

Only 5% of employees travel to work by public transport. A third of firms say last year's rail strike discouraged a shift of freight to rail and almost half do not anticipate using the Channel Tunnel.
