Which of the following most accurately describes the problem?

COMPANIES should foster engineering innovation, and present engineers and engineering as matters of vital importance, says Sir Monty Finniston in his report on the engineering profession. He says that large firms should be encouraged to promote innovation in smaller enterprises, and the Government should consider forcing companies to publish information about their total technical efforts.

Cornerstone of the report is the proposal that an Engineering Authority be established "to create an environment in which the engineering dimension can be given its due weight".
