Which of the following most accurately describes the problem?

ONLY SUBLIME optimists really expect drivers to reduce speed drastically in response to a motorway signal if there is no apparent reason for it, So I welcome the new experimental three-part signs on M1 which show the speed limit, the distance over which it applies, and, by means of one of 12 pictograms, the reason for it. This may be an accident, congestion, fog or any of nine other causes. People — even London railway commuters — are normally fairly tolerant of inconvenience if the reason for it is explained and I hope that drivers on M1 will respect the new signs.

There are, of course, normally pleasant people who become fiends directly they get behind a steering wheel and in whom motorways bring out latent insanity. In their case the best one can hope is that their end will be quick and painless.
