Which of the following most accurately describes the problem?

SHROPSHIRE Fire Service has just taken delivery of a Ford D1317, with a water tender ladder body by Cheshire Fire Engineering Ltd. The D1317 is not a standard chassis but one specially developed for fire appliances by Ford's Special Vehicle Engineering Department at Langley.

The normal 16 tons gvw is reduced to 13 tons, with front and rear axle weights downplated to 4.75 tons and 9 tons. A high power-to-weight ratio is provided by the Perkins 8.8 litre V8 engine producing 125kW (168bhp) net at 2600rpm, and 540Nm (3981bft) net torque at 1700rpm.
