Which of the following most accurately describes the problem?

FROM OUR POLITICAL CORRESPONDENT

THE thorny question of permissible loads is now, I understand, under close scrutiny at the Ministry of Transport. But whether a new system of regulations will be disclosed in 1962 is a matter for extreme speculation.

Lord Chesham, Joint Parliamentary Secretary, Ministry of Transport, undertook a review of the present regulations during report stage of the Road Traffic Bill in the Lords.

While the Government had ideas, he added, he could not say that a solution could be obtained during the Bill's progress, or even obtained at all.

However, it can be said that Ministry experts are now closely scrutinizing the present system and all the alternatives. When their views are ready, Mr. Marples will have to decide whether to take their advice or not.

With M .P. s returning to Westminster this week after the Christmas recess, it can be expected that little time will elapse before the Minister faces Parliamentary questions on this topic. It is equally certain that he will not give a firm answer. He may, in fact, be asked a dozen times and give the same reply.

Mr. Marples has never yet allowed pressure in the House to make him reply until he was "good and ready."
