Which of the following most accurately describes the problem?

THE FREIGHT Transport Association says it is being kept in the dark over proposed changes to the digital smartcard tachograph regulations.

It is angered that it has not been invited to attend a European Commission meeting this Friday (20 February) on new schedules for the equipment's introduction, given that its members will be among those most affected.

In a letter to Transport Minister David Jamieson ITA chief executive Richard Turner warns that operators will not know when digital tachographs will start to appear in new vehicles, and what action they should take to prepare managers and drivers for them. "It is my members that will have to sort this problem out once the equipment is available and installed and it is my members that will have to pay the bill," he says. "They.and other operators.need to be effectively represented at these meetings:" He also calls on the government to fight for at least a year's notice before compulsory fitment.
