Which of the following most accurately describes the problem?

MONMOUTHSHIRE COUNTY COUNCIL dropped its opposition to an operating centre opposite a historic monument close to the remains of a Roman city, following the imposition of environmental conditions.

Jennifer and Stephen Hereford, trading as AL Catering. of Caerwent. had applied for a one-vehicle licence.

County road safety engineer Steve Dudson said there were inadequate turning facilities on the site. Traffic examiner Bob Frampton added that the site was opposite the remains of a Roman city wall. There was also a bus stop next to the property used by a school bus. However, he agreed that there was room to park the vehicle off-road, and that traffic was light.

Stephen Hereford said that the vehicle would only be used occasionally. leaving before 9am and returning after lOpm.

Granting the licence following a site visit. the TC restricted the vehicle 10 7.5 tonnes; required a banksman if the truck reversed into the site; said the truck must leave in forward gear; and it must be parked as far away as possible from the main road.
