Initially congestion charging appeared to have many benefits, but in some parts of the City and on the aiter caroms traffic levels have gone back to pre-charge levels. Operators might benefit from slightly speedier journeys but this is not offset by the substantial operating and administrative cost on the haulage industry. CM believes that operators should not have to pay to make deliveries that they have no choice over—for them there is no public transport alternative. For anyone running commercial vehicles into the centre of London the charge remains an unavoidable stealth tax.
