Ron, a retired civil engineer with the Department of 7ranspw1, has recently returned from his second trip to Paraguay to advise them on traffic management. He went as a volunteer with British Executives Service Overseas. a charity which sends experts to advise developing countries. On arrival he found that they warded him to rebuild 10 road junctions in a week! Not even Ron could pall that one off, alt/rough he did manage to build one and check out the rest before he left. He says there are many Problems to be overcome, including misleading traffic signs, badly surfaced roads peppered with potholes, and very poor standards of driving Traffic lights in the city are often ignored and pedestrians take their lives in their hands when they cross the road. Ron discovered that the local driving test consisted only of written questions, one of which asked which side of the car you throw out the dregs from your lea.
