Mr. Graham S. Willams, manager of the company said he was approached last November by Jenkinson and Archer Ltd., a subsidiary of George Bell and Co. Ltd., an Irish undertaking. Jenkinson and Archer proposed to operate a road-ferry service between Waterford and Newport, using Lancashire flats and special containers. The Bell company's ships would operate the service.

A director of Jenkinson and Archer, Mr. Ewart Blackburn. said his firm, in conjunction with George Bell, operated a Preston-Waterford service. Very tittle traffic would be abstracted from that service; the Newport terminal would cover South Wales and the Southern half of England. Traffic potential was enormous, he said, in view of recent industrialization in Southern Ireland. This was the first service of its kind and it would bring much trade to the Newport area. The rates charged were believed to be such that European steel imports could now be ousted.

Although British Road Ferry Service trailers were carried on the Bell Line ships, there had been an agreement at Preston not to poach each other's ferry traffic.
