Which of the following most accurately describes the problem?

• A majority of EU states support the mandatory fitting of electronic tachographs in new LGVs from 2000, but the UK wants to delay their introduction until 2005.

At the meeting of EU Transport Ministers last week in Brussels, the ministers and EU Transport Commissioner Neil Kinnock confirmed hauliers would be allowed to choose between two cornpet ing technologies: an improved version of the existing system and a fully digital chip-card device such as the one developed by French electronics group ThomsonCSF.

Whether the new devices have to be be retro-fitted in existing trucks is still subject to debate within the EU Council of Transport Ministers: the idea is fiercely opposed by the haulage industry.
