THE GOVERNMENT plans ti fund another 35 local authorit by-passes next year, Transpor Secretary David Howell told th Institution of Highway Eng' neers last week.

He said he would give hig priority to urgent proposals fc by-passes and relief roads in thi year's Transport Supplementer Grant settlement, and said th 35 schemes would come on to of the 50 by-passes which ar already being built.

Mr Howell laid great stress o the importance of building ne% roads to ease the problem created by lorries in towns, an said the Government could hel improve the lorry's image wit the public if such projects ar implemented.

He said the White Pape proposals for heavier lorries wi ease the lorry problem, espf cially as vehicles would be abl to run at full loads. "The preser demand for freight coul thereby be met with 12 per cer fewer lorries.

"This would not only be mor efficient, with savings to indu: try and removal of penalties t exporters. It would itself mea less nuisance," he said.
