Which of the following most accurately describes the problem?

A LONG-AWAITED underpass at one of the country's most notorious traffic bottlenecks opened last weekend, bringing an end to years of misery for drivers.

The £38.5m project on the A34 underpass at Chieveley,Berks completes a direct route from the South Coast to the Midlands. It is also designed to halve traffic at M4/J13.

Work began on the project in Apri12003.

The Highways Agency says it was a "feat of engineering" to complete the work, which included 10 new bridges, in 16 months.
