Which of the following most accurately describes the problem?

THE MAN RESPONSIBLE for overseeing Europe's road haulage industry over the next four years will be Frenchman Jacques Barrot, who becomes the new ELT Transport Commissioner.

He replaces Spaniard Loyola de Palacio but shares her conservative politics. Barrot will also serve as a vice-president of the European Commission.

He is already a commissioner, having been appointed as a stand-in for Michel Barnier who left his job as Regional Aid Com missioner in March to become France's For eign Minister. Barrot is expected to use his influence to push the French line on issues such as supporting weekend truck driving bans and comprehensive working time rules. He has been appointed by incoming Commission President Jose Durdo Barroso and will take office from November.

Although he is a vice-president, Barrot will have a reduced brief compared with the responsibilities held by de Palacio, as Barroso has stripped his post of its responsibilities for energy Barrot is scheduled to be formally appointed in his new exclusively transport role after European Parliament hearings in September when he will be grilled on his plans and responses to a parliamentary questionnaire that will be issued this month.
